New Zealand’s Aviation State Safety Programme (SSP) guides the maintenance and improvement of aviation safety and security in New Zealand.

The Programme focuses on four key areas:

  • the legislative framework and responsible authorities
  • formalised safety management practices, see Safety Management Systems (SMS)
  • the assurance of safety through effective intelligence and analysis, and
  • education, training, promotion and communication of safety information.

As a member state of the International Civil Aviation Organization (ICAO)(external link), New Zealand is required to have an SSP. An SSP is intended to support a risk-based aviation system and the implementation of Safety Management Systems (SMS).
