The Aviation Spectrum Group (ASG) provides a forum on matters related to the radio frequency spectrum and its uses for communications, navigation and surveillance in aviation.

The ASG represents these aviation views on spectrum matters to the Ministry of Business, Innovation and Employment (MBIE) as required. It also participates in preparation for international meetings and conferences, particularly of the International Telecommunication Union (ITU) and the Asia-Pacific Telecommunity (APT). The ASG also monitors activities related to spectrum issues in the ICAO communication and navigation panels and working groups.

The ASG provides:

  • Opportunities to formulate common positions of the New Zealand aviation community, including both airline and general aviation communities, on issues concerning current and future use of the spectrum and to promote these within radio regulatory forums.
  • Opportunities for members of the ASG to be kept informed on spectrum-related issues likely to affect the interests of the New Zealand aviation community.

The next World Radio Conference (WRC-19) will be held late in 2019 and has several agenda items of importance to aviation. Of particular interest is the Global Aeronautical Distress Safety System (GADSS), as New Zealand is responsible for a large Search And Rescue area in the Pacific, Southern Ocean and Antarctica, spanning some 30 million square kilometres.

The ASG is developing a New Zealand aviation position for WRC-19, which will then be considered by the NZ Radio Sector Group for incorporation into the New Zealand Position. The ASG will continue to review the position in the period leading up to the WRC-19.

ASG membership is open to representatives from the New Zealand aviation community with an interest in the use of the radio spectrum by aviation, either as users or as spectrum and frequency regulatory experts. The MBIE attends meetings of the ASG in an advisory capacity.

There were four main aviation outcomes of WRC-15.

  1. Provisional agreement that FSS in Ku and Ka band can be made available for Unmanned Aircraft CNPC links. However there is considerable work still to be done to define how this is to occur.
  2. Wireless Aircraft Intra-Communication (WAIC) - Agreement on use of 4.2 – 4.4 Ghz for this application.
  3. Global Flight Tracking - Agreement on Satellite reception of ADS-B 1090 MHz.
  4. "Automotive” Radar - Agreement on use of 77.5 - 78 Ghz. including text that does not preclude use by taxiing aircraft.
